New Development Zone – North Docks in Liverpool

A new development zone has been announced to support the delivery of thousands of homes and commercial developments and accelerate regeneration within the North Docks area of Liverpool. The plans include the establishment of a Mayoral Development Corporation (MDC) to help fast‑track planning, infrastructure delivery and investment across the site.

The Mayor of Liverpool City Region, Steve Rotheram, will use devolved development powers to support these proposals in partnership with Liverpool City Council. The development zone encompasses approximately 174 hectares of mainly brownfield land from the River Mersey through key waterfront and business districts.

The proposals bring together three major schemes:

  • Central Docks development, which includes a new urban park backed by a £55 million government grant and £26 million direct investment from Peel Waters, due for completion in 2028 (See more here)

  • Liverpool’s first major Grade A office scheme in a decade at Pall Mall (See more here)

Liverpool City Council has identified potential for around 17,500 new homes and up to 5 million square feet of commercial space within the North Docks area over the next 15 years.

An MDC is a statutory body designed to support regeneration in a defined area, with powers to assemble land, deliver infrastructure and use flexible financial tools to help development progress more quickly. The proposal has been described as building on recent momentum in the area, including major investments like Everton Football Club’s new stadium at Bramley‑Moore Dock.

Proponents of the scheme say it aims to regenerate the North Docks, create opportunities for residents and businesses, and support long‑term growth and investment in the city region.
