New law – Ban on the Sale of Plastic Wet Wipes
The Government signed into law a ban on the sale of plastic wet wipes on 18 November 2025. The legislation prohibits the sale and supply of wet wipes containing plastic in England. Similar restrictions have already been introduced in Wales, and legislation with comparable aims is expected from the Scottish and Northern Ireland administrations by the end of the year.
Plastic wet wipes are a recognised source of plastic and microplastic pollution, often ending up in rivers, lakes and seas and breaking down into fragments that can harm wildlife and enter the food chain. When flushed, they also contribute to sewer blockages, which water industry research shows are responsible for the majority of costly blockages on sewer networks.
The new law focuses on wipes that contain plastic fibres, with an 18‑month transition period for businesses before enforcement is expected to begin in Spring 2027. Plastic‑free or reusable alternatives are not affected by the ban, and some exemptions remain in place for specific uses, such as medical or professional applications.
The legislation forms part of broader efforts to reduce plastic pollution, protect environmental quality and reduce pressures on wastewater infrastructure. Members of the public are also encouraged to dispose of any wet wipes, including those labelled as “flushable,” in the bin rather than flushing them down toilets.
